Josh Comeau walks through the CSS Anchor Positioning API, which lets tooltips and dropdowns attach to a target element. He covers anchor-name, position-anchor, and position-area for placement, position-try-fallbacks to reposition when space runs out, and anchored container queries to flip carets. A flip-block keyword adds cross-browser support, with @supports and a polyfill for older browsers.
